Narrative Statement <br />Prentice Noble Partnership would like to respectfully request a rezone of the 5600 block of <br />Colby Avenue in the city of Everett, Washington, from a single family zoningto multiple zoning <br />with a density standard of R-3 (i_). This would allow a maximum of 3 units per lot. The <br />Comprehensive Plan has designated this block as future multiple use. We support this <br />designation for the following reasons: <br />1) The block fronts on an improved main arterial serviced by public transit, with <br />additional services in close proximity, i.e. firestation, shopping, recreation, <br />medical clinics, and post office. <br />2) The neighborhood is in transition and it is not likely that future development <br />would include single family residences. <br />3) The density standard requested would act as a buffer zone between the higher <br />density zone north of the 5600 block, and the single family residents south of the <br />5600 block. <br />4) The rezone is consistentwith Everett General Plan Land Use Map designation. <br />Our proposalwill be to build abrick and cedar duplex of avery high quality, designed for retired <br />citizens. We project a minimum amount of additional noise, light, glare, odor, or vibrations <br />that would affect adjoining properties. <br />The proposed project would add needed additional housing units utilizing services already in <br />existence and would not create the need for expanded city facilities. <br />The Prentice Noble Partnership has an excellant track record in the city of Everett. We have <br />built and are managing four duplexes near the proposed project. The buildings are brick and <br />cedar and have been very well received in the area. We worked very closely with the city <br />departments to insure the projects would add positively to the neighborhoods. Thest ')uildings <br />exceed most code requirements, are well designed, landscaped, and managed intensively. <br />Thank you for your consideration of this rezone proposal.
