The roadway character of this portion of the route is
significantly different than the river road or Broadway. The proposed speed limit change will not affect the
majority of drivers who already travel at 25 mph or below, but will get the attention of drivers who do not
recognize the changed environment. The Police Department and traffic engineering staff support a speed
limit change on the route; and the City Transportation Advisory Committee has reviewed the staff
recommendations and recommends that the speed limit change be authorized.
RECOMMENDATION (Exact action requested of Council): Adopt Resolution # to
reduce the speed limit on Lowell Road, from Broadway to South 3rd Avenue; South 3rd Avenue, from Lowell
Road to Lenora Street; Lenora Street, from South 3rd Avenue to South 1st Avenue from 30 mph to 25 mph, and
that the City Traffic Engineer shall order and install such signs, markings and devices as are necessary to
effect this change.
W FNTZ 9
