The subject property is an area next to the former Asarco Smelter site. The <br /> neighborhood was once severely impacted by contamination, but was subject to <br /> intense clean-up activity. It is now the intent of the Applicant, along with federal, state, <br /> and local governmental agencies, to reclaim the property and redevelop it for <br /> residential purposes. The requested rezone would allow flexibility in development. <br /> (finding 1) <br /> 2. In order for an area-wide rezone to be granted within the City of Everett, the criteria as <br /> set forth in EMC 19.41.160 must be satisfied. Those criteria are listed in finding #8. <br /> 3. The requested area-wide rezone is consistent with the applicable provisions of the <br /> Everett Comprehensive Plan. It provides for a zoning that allows density consistent <br /> with the Comprehensive Plan. It also provides for residential uses, while upgrading <br /> the housing in the general vicinity of the subject property. (findings 10 - 12) <br /> 4. The requested area-wide rezone bears a substantial relation to the public health, <br /> safety, and welfare. It involves the upgrade of a parcel of previously contaminated <br /> land to a residential area that would provide reasonable housing for the community. <br /> (findings 10 - 12) <br /> 5. The requested area-wide rezone promotes the best long-term interest of the City of <br /> Everett. (findings 1-7 & 10-12) <br /> 6. The requested area-wide rezone of the subject property as a high density single-family <br /> residential neighborhood is consistent with the goals of the Comprehensive Plan and <br /> with the Community Renewal Plan. (finding 17) <br /> 7. The requested R-1A rezone would allow for the Community Renewal Plan to be <br /> implemented and provide for single-family residential development of the <br /> neighborhood. It would be consistent with the Everett City Council's intent as passed <br /> in recent Resolutions. (findings 3, 5, 6, 14, 15, 16) <br /> 8. The proposed Community Development Plan would provide standards and guidelines <br /> for future projects. (finding 17) <br /> 9. The requested area-wide rezone is reasonable, and the boundaries should be <br /> consistent with the request as set forth in exhibit 10 (Pete Hegge letter). Prior to any <br /> rezone being completed, the boundaries should be adjusted consistent with the <br /> request of Mr. Hegge. <br /> RECOMMENDATION <br /> Based upon the preceding findings of facts and conclusions and testimony and evidence <br /> submitted at the public hearing, it is hereby recommended to the Everett City Council that the <br /> area-wide rezone for the property depicted in exhibit#5 and legally described herein should <br /> be granted, and the subject property should be rezoned from an R-2, Single-Family Detached <br /> Medium Density Residential designation to an R-1A, Single-Family Attached Low Density <br /> Residential zoning designation. In addition, the Community Renewal Plan for the Everett <br /> 6 <br />
