14. As noted in finding #3, the Everett City Council adopted Resolution No. 5505 <br /> authorizing the Everett Housing Authority to serve as a community renewal agency to <br /> prepare the Community Renewal Plan and to exercise the powers of a community <br /> renewal agency. (exhibits 6 & 11b) In implementing this directive, the Everett <br /> Housing Authority prepared the Community Renewal Plan. (exhibit 6) <br /> 15. The Community Renewal Plan provides for redevelopment of designated blighted <br /> areas with single-family uses. The proposed density and housing type, as submitted <br /> with the requested rezone, is consistent with the Comprehensive Plan and the <br /> proposed rezone from R-2 to a R-1A zoning designation. (exhibit 6) <br /> 16. The intent of the Community Renewal Plan is to utilize the density allowed in the City's <br /> Comprehensive Plan and the R-1A zoning designation. The Everett Housing Authority <br /> has developed an illustrative redevelopment concept. (exhibit 5) <br /> 17. The Community Renewal Plan includes future design and development guidelines of <br /> projects (exhibit 6 "G"Design & Development Parameters for Redevelopment Area). <br /> The design standards are consistent with the Comprehensive Plan and would provide <br /> for additional single-family redevelopment of the site. (Wood testimony, Landles <br /> testimony, Wolken testimony) <br /> 18. At the public hearing testimony was received in support of the requested rezone. A <br /> property owner in the area submitted that it would be the best use of the land and <br /> enhance the entire area. (Aldrich testimony) Another property owner submitted that <br /> he represents the Delta Neighborhood Association. While the association at a recent <br /> meeting voted fourteen to one to oppose the requested area-wide rezone, the witness <br /> submitted that personally he thought it was in the best interest of the community to <br /> approve the requested rezone, and he personally supported it. (Dean testimony) <br /> 19. Testimony was received from a witness opposing the requested area-wide rezone. <br /> (Vander-Vate testimony) <br /> 20. Correspondence was submitted in support of the request by Pete Hegge. Mr. Hegge <br /> owns parcels of land in the area. He contended that the southwest corner of the <br /> rezone would have to be adjusted to follow existing property lines that would include <br /> all of one lot (lot 7). The rezone boundary would then follow Hawthorne Street north to <br /> Butler Street and then west on Butler Street to Balsam Lane. (exhibit 10) The City <br /> staff submitted at the hearing that the adjustment, as requested by Mr. Hegge, is <br /> correct, and it would be done before the final rezone. (Wood testimony) <br /> Jurisdiction: The Hearing Examiner of the City of Everett has jurisdictional authority to hold <br /> a hearing and to issue the recommendation. That authority is set forth in EMC 15.16.100. <br /> Based on the above findings, the Hearing Examiner enters the following conclusions: <br /> CONCLUSIONS <br /> 1 . The Applicant requested approval of an area-wide rezone for property as described <br /> above. The rezone would be from the R-2 zoning designation to an R-1A designation. <br /> 5 <br />
