Pipe is largely - <br /> non-functional because the pipe has collapsed, allowing dike material (rock and soil)to <br /> enter, plugging the pipe. Pipe should be replaced, slip lined,or in some other way <br /> repaired to provide the same function. <br /> Estimated cost for full replacement: $110,000 <br /> Estimated time for completion of task if work commences by 8/30/04: 9/30/04 <br /> • Tide gate alternatives on main dike at NE end of district <br /> This pipe has limited function as a result of being collapsed and is partially plugged with <br /> dike material. Engineering and permitting studies are recommended to evaluate the cost <br /> and feasibility of repair of this tide gate and/or installation of tidegates at alternative <br /> locations. Estimated cost for study: $10,000 <br /> Estimated time for completion of task if work commences by 6/1/04: 9/1/04 <br /> If conditions change the estimated costs and/or timelines by more than 25% or 6 months <br /> respectively, the management committee shall be informed and review projects to determine <br /> whether or not to proceed. <br /> B. On-Going Maintenance. Beyond the short term maintenance and repairs to the Facilities, <br /> the Parties propose to undertake on-going inspections, maintenance, and other actions during the <br /> term of this Agreement to facilitate a functioning flood control system. These activities include but <br /> are not limited to the following efforts performed on an annual basis or as needed based on <br /> annual inspections: <br /> Dike Maintenance <br /> • Annual mowing of the dike top and shoulders to allow access for maintenance, inspection <br /> and repairs. <br /> • Maintenance of a driveable surface on the top of the dike. <br /> • Repair of any dike sloughs that could threaten the integrity of the dike. <br /> • Undertake appropriate inspections of facilities to help identify any possible issues that <br /> require additional maintenance or repairs . <br /> Drainage Maintenance <br /> • Removal of beaver dams that block drainage ditches. <br /> • Occasional cleaning of drainage ditches. <br /> • Removal of sediment buildup in drainage pipes. <br /> • Repair and replacement of tidegates. <br /> • Undertake appropriate inspections of facilities to help identify any possible issues that <br /> require additional maintenance or repairs <br /> Estimated annual cost $15,000. <br /> C. Unforeseen or catastrophic failures <br /> In the event of unforeseen or catastrophic failures of the Facilities during the term of this <br /> Agreement, the Parties agree that it is in their collective best interest to develop a process to <br /> address any such issues. The types of unforeseen or catastrophic failures could include dike <br /> breaches, dike erosion, and major damage to tidegates or pipe collapse.
