Public Hearing <br /> Initialed by: <br /> Department Headj, i� <br /> CAA <br /> Council Presiden <br /> Location Preceding Action Attachments Department(s) Approval <br /> See Attached Project Mayor Authorized the Amendment <br /> Location Map Professional Services Project Location Map <br /> Agreement with URS <br /> Corporation in May 2004. <br /> Council approval of this agenda item authorizes a budget revision in the additional amount requested. <br /> Expenditure Required $ 83,125.00 Account Number(s): UP 3148 <br /> Amount Budgeted $ 300,000 <br /> Additional Required $ -0- <br /> DETAILED SUMMARY STATEMENT: <br /> This project will survey,evaluate and recommend improvements for five partially exposed Water <br /> Transmission Pipeline River and Slough Crossings: <br /> • Pipeline 4 at the Snohomish River and Ebey Slough <br /> • Pipeline 5 at the Snohomish River, Ebey Slough,and Pilchuck River <br /> Of particular concern is the Pipeline 5 crossing of the Snohomish River. An underwater survey shows that <br /> part of the pipeline is fully exposed and trapping debris. Due to the severity of the exposure and presence of large <br /> woody debris, Staff decided that this pipeline crossing should be immediately evaluated to determine if it meets the <br /> criteria of an emergency repair. The remaining four crossings(Pipeline 4 at Snohomish River and Ebey Slough and <br /> Pipeline 5 at Ebey Slough and Pilchuck River) are also partially exposed and being evaluated at the same time. <br /> The Mayor signed a Professional Services Agreement with URS Corporation in the amount of <br /> $74,975.00 in May 2004. This Agreement allowed URS to begin topographic survey, data collection and Hydraulic <br /> analysis. This amendment adds additional Hydraulic and Geomorphic analysis needed to complete the evaluation of <br /> the Water Transmission Pipeline Crossings.
