4 <br /> • <br /> EXHIBIT A-1 <br /> SCOPE OF WORK <br /> CITY OF EVERETT <br /> WATER TRANSMISSION PIPELINES RIVER AND SLOUGH CROSSINGS <br /> INTRODUCTION <br /> Amendment No. 1 of the City of Everett Water Transmission Pipelines River and Slough Crossings <br /> project is for URS Corporation to complete the Phase 03 Pre-Design Engineering II in accordance with <br /> the objectives, project organization and schedule described in the Exhibit A Scope of Work for Phase 01 <br /> Project Management Pre-design Engineering and Phase 02 Pre-Design Engineering I. <br /> PHASE 03—PRE-DESIGN ENGINEERING II <br /> The Phase 03 Pre-Design Engineering II scope of work for the pipeline crossing improvements will be <br /> completed as the following tasks: <br /> • Task 03001 —Geomorphology <br /> • Task 03002—Pre-Design Hydraulic Analysis <br /> • Task 03003—Peer Review <br /> • Task 03004—Review Meetings. <br /> These tasks will begin upon Notice to Proceed from the City, assumed to be in May 2004, and will be <br /> completed during the week of June 7, 2004, along with the completion of Phases 01 and 02. <br /> Task 03001 —Geomorphology <br /> The key factor in evaluating the five pipeline crossings and making permanent pipeline improvements is <br /> to understand the dynamics of the Snohomish River, Pilchuck River and Ebey Slough. Therefore, URS <br /> will complete a geomorphology assessment that will include a qualitative geomorphic analysis of each <br /> crossing to: <br /> • Characterize the geomorphic setting <br /> • Define the controlling physical influences <br /> • Understand the historic record <br /> • Evaluate the watershed sediment delivery. <br /> Quantitative geomorphic analysis will be completed at each of five pipeline crossings to: <br /> • Evaluate lateral channel migration rates <br /> • Quantify scour patterns with respect to flood events <br /> • Evaluate the hydraulic model results to determine potential channel migration zones. <br /> This task will be performed cooperatively with the preliminary hydraulic analysis to determine the <br /> potential for long-term bed change and the channel bed response to specific design floods. <br /> Pre-design geomorphology will answer two key geomorphic questions: <br /> a. Are the Snohomish River/Ebey Slough and Pilchuck River likely to aggrade or degrade at each site <br /> over next 2 years?
