7 <br /> WHEREAS, Everett Transit's undesignated cash reserve fund will be depleted by <br /> approximately June 2005; and <br /> WHEREAS, Everett Transit has determined that at the current level of sales tax <br /> funding at three-tenths of one percent (0.3%), fixed route service levels will <br /> need to be reduced an additional nine percent (9%) along with paratransit <br /> service levels in 2005; and <br /> WHEREAS, in order to support the cost of maintaining the current level of <br /> service; restoring service eliminated during the last 9 years and providing funds <br /> to expand service to serve the needs of an additional increase in city of Everett <br /> population of 24% and employment increase of 68% during the next 20 years, it <br /> is - necessary that the public transit sales and tax be raised from 0.3% to 0.6%; <br /> and <br /> WHEREAS, the citizens of the city of Everett are entitled to exercise citizen <br /> control regarding the use of sales and use tax revenue for public transit service; <br /> and <br /> WHEREAS, pursuant to RCW 82.14.045 the question of whether or not to <br /> increase such sales and use tax must be submitted to the qualified electors of <br /> the city of Everett for their approval or rejection; <br /> Now, Therefore, be it Resolved by the Everett City Council as follows: <br /> Section 1:Findings. <br /> The Everett City Council hereby finds that providing a public transit alternative to <br /> traffic congestion can help improve the quality of life and is of general benefit to <br /> the citizens, visitors and businesses within the city of Everett. The Everett City <br /> Council finds further that the best interests of the citizens, visitors and <br /> businesses within the city of Everett require. Everett Transit to sustain and <br /> increase current fixed route and paratransit service for people with disabilities. <br /> The Everett City Council finds further that additional sales tax revenue provides <br /> the means to restore funding lost by the enactment of a manufacturing sales tax <br /> exemption, repeal of the motor vehicle excise tax and depletion of Everett <br /> Transit reserves. <br /> Section 2: Authorization of Sales and Use Tax for Service and Capital <br /> Investments. <br /> Everett Transit shall maintain current levels of transit service and provide <br /> additional transit services to support anticipated growth in the following ways: <br /> 7 <br /> 2 <br />
