1) Restore service in corridors on weekdays and on weekends in areas that <br /> demonstrate a need for public transit service; <br /> 2) Provide funding to help finance and maintain transit capital facilities and <br /> assets; <br /> 3) Increase the frequency of local bus service; <br /> 4) Extend service later in the day; <br /> 5) Improve service coordination with Sound Transit, Community Transit and <br /> the Washington State Ferry System and to provide access to educational, <br /> employment or commercial opportunities for citizens and visitors; <br /> 6) Support economic development initiatives and employer programs to <br /> improve travel demand management; <br /> 7) Implement express bus services <br /> 8) Develop new transit centers and other capital facilities/assets; <br /> 9) Enhance transit supportive infrastructure through investments at bus <br /> stops and along corridors that help to attract new public transit customers <br /> and increase transit operating speeds; <br /> 10) Maintain strong control of costs and partner with other governmental <br /> entities and the private sector to improve and/or expand capital facilities. <br /> If available funds are sufficient, Everett Transit shall make such other service and <br /> capital investments; provided that such funds may be used only to support the <br /> maintenance and growth of the public transportation system. <br /> Section 3: Sales and Use Tax Election <br /> It is hereby found and declared that an emergency exists requiring the <br /> submission to the qualified electors of the city of Everett, for their ratification or <br /> rejection, a proposition authorizing the city of Everett to increase the sales and <br /> use tax from 0.3% to 0.6%for the purposes set forth in this resolution at a <br /> special election to be held on September 14, 2004. If approved , the increase in <br /> the sales and use tax will be implemented on the earliest possible date by the <br /> Washington State Department of Revenue. <br /> Section 4: Proposition <br /> The clerk of the city of Everett is hereby authorized and directed, not less than <br /> 45 days prior to September 14, 2004, to certify the following proposition <br /> authorizing the City of Everett to fix and impose an increase of the sales and use <br /> tax for transit system purposes from three tenths of one percent (0.03%) to six <br /> tenths of one percent (0.03%) to the Snohomish County Auditor in the following <br /> form: <br /> 8 <br /> 3 <br />
