b <br /> against defects and deficiencies in the work of the construction Contractor, and to advise the <br /> Construction Contractor when defects and deficiencies are observed in the work. <br /> Efforts will be directed toward determining that the completed project will conform to the plans <br /> and specifications, but the Consultant shall not be responsible for the means, methods, <br /> techniques, or procedures of construction selected by the Construction Contractor(s) or for any <br /> failure of Construction Contractor(s) to comply with laws, ordinances, rules, or regulations <br /> applicable to the construction work. The parties recognize that the Construction Contractor(s) is <br /> responsible for ensuring that construction is in accordance with the plans and specifications. <br /> Notwithstanding any inferences, references, or statements to the contrary contained within this <br /> document, the Consultant and City understand that the Consultant would not direct any <br /> Construction Contractors, Subcontractors, etc., at the job site, and it is hereby agreed that the <br /> Consultant would assume no obligation for any acts, errors, or omissions of parties other than the <br /> Consultant. <br /> Assist in preparing field note records and documents to assure the project is administered in <br /> accordance with Federal, State, and/or other funding agency requirements, including <br /> requirements of the Washington State Department of Ecology. <br /> Assist in preparing daily construction reports, detailing the Construction Contractor's operations <br /> performed for each day, record decisions and observations of a general or specific nature in <br /> chronological order. Measure quantities of materials installed, log equipment and staff used, and <br /> other related items. <br /> Items included in this scope of work: <br /> 3.1 Drilled shafts. Observation and logging shaft construction and confirmation of suitable tip <br /> elevation. Sampling and testing of drilled shaft structural concrete. Review of <br /> deformation data (monitoring) of existing sewer and structural earth wall adjacent to the <br /> shafts. Reporting on construction activities related to the shafts. <br /> 3.2 East Embankment. The existing east embankment fill will need to be extended roughly <br /> 100 feet to the south, and the surcharge at the west end of the embankment will need to <br /> be upgraded. This portion of construction will necessitate the extension of the previously <br /> constructed Wall 7, and the TAR roadway alignment and footprint will require preloading <br /> to mitigate long-term settlements. Construction of segments of temporary retaining walls <br /> along the BNSF right-of-way will also be required to retain the TAR preload. Task <br /> includes construction observation and QC/QA testing of imported and recycled gravel <br /> borrow fill; temporary retaining wall along TAR, and geogrid-reinforced block wall (Wall 7), <br /> structural earth wall at the east bridge abutment (Wall 6). <br /> 3.3 Landfill gas collection system elements and pump station. Construction observation and <br /> associated testing for low permeability soil barrier (LPSB); bentonite sand backfill (BSB); <br /> excavation, shoring and backfill at the pump station and condensate knockouts. <br /> 3.4 South 31d and West Approach. Construction observation and associated earthwork and <br /> pavement testing for subgrade preparation and benching and fill placement. <br /> 4.0 PRELOAD MONITORING <br /> 4.1 Settlement Plate Monitoring: Project plans include 9 settlement plates to be installed <br /> along the Temporary Access Road and at the 41st Street extension. Regular surveys of <br /> the settlement plates will be conducted by the Contractor during the preload embankment <br /> construction and by the Consultant thereafter (Task 2.2). Contractor-required settlement <br /> plate survey frequency is at least once a week.
