SNOHOMISH COUNTY <br /> DEPARTMENT OF EMERGENCY MANAGEMENT <br /> 3509 109th Street S.W.,Everett,WA 98204 • (425) 423-7635 • Fax (425)423-9152 <br /> November 30, 2004 <br /> Chief Jim Scharf <br /> Everett Police Department <br /> 3002 Wetmore Ave <br /> Everett, WA 98201 <br /> Dear Chief Scharf, <br /> On May 3, 2004, Snohomish County was awarded $1,146,917 for equipment purchases, from <br /> the Department of Homeland Security (DHS), Office of Domestic Preparedness (ODP) for the <br /> purpose of enhancing the preparedness of the nation to combat terrorism through FFY 2003 <br /> Supplemental State Homeland Security Grant Program-Phase 2 (CFDA# 16.007-OJP). The <br /> Snohomish County Department of Emergency Management (DEM) was designated Grant <br /> Manager for this project and has been working closely with the response community to <br /> effectively make use of this resource. The purpose of the grant funding was to purchase and <br /> distribute personal protective, chemical, biological and radiological detection equipment to <br /> local response agencies. This equipment will provide law enforcement, fire and emergency <br /> medical services and other emergency response agencies with the proper equipment to <br /> perform defensive and offensive operations in a contaminated environment involving Weapons <br /> of Mass Destruction (WMD). Realistically, successful response to a terrorist incident may <br /> require mutual aid resources from all WMD equipment recipient agencies in Snohomish <br /> County. This equipment is considered part of the mutual aid resources available under the <br /> mutual aid agreements already in place among law enforcement, fire, EMS and hazardous <br /> materials service providers. <br /> Attachment A is the Distribution Agreement between your agency and DEM. <br /> As a recipient of federal funding, Snohomish County Department of Emergency Management <br /> made certain assurances to the U.S. Department of Justice in the grant application. Some of <br /> the assurance must flow down to your jurisdiction as well. Specifically, non-discrimination and <br /> lobbying requirements require certifications by sub-recipients of the funding under this grant. <br /> The required certifications are enclosed with this letter as Attachment B. <br /> Attachment C provides the projected list of equipment that will be distributed to your <br /> jurisdiction through FFY 2003 State Homeland Security Grant Program Part II funds. A multi- <br /> disciplinary team composed of representatives from the Snohomish County police, fire, EMS <br /> and Hazardous Materials made the decisions on WMD equipment types and distribution. <br /> Population, geography, potential targets and hazardous materials response capabilities were <br /> included in the decision making process. <br /> 9 <br /> Serving Snohomish County and the Cities of Arlington,Darrington,Everett,Gold Bar,Granite Falls, <br /> Index,Lake Stevens,Marysville,Monroe,Mukilteo,Snohomish,Stanwood and Sultan <br />
