5 <br /> desires to provide the Contract with a financial incentive for successful, cost efficient <br /> management. The maximum amount of Performance Incentive to be paid will be Three Hundred <br /> Forty Thousand Dollars($340,000). The City will evaluate the Contractor's performance at four <br /> different times during construction: after 5 months, 10 months, 15 months and at Project <br /> Completion In its sole discretion,the City may`award a Performance Incentive to a maximum <br /> of Eighty-five Thousand Dollars($85,000 ),per evaluation period If the City awards the <br /> Contractor less than the maximurrt amount of Eighty-five'Thousan l Dollars($85,000)for any <br /> evaltlatiori period,the difference between the maximum amount and the awarded amount is not <br /> added to the maximum for any other evaluation period of-for-the entire project period. SUBCONTRACTING <br /> 4.1. Competitive Bidding and Bid Opening <br /> Other than the Specified General Conditions, all Work on the Project shall be competitively bid <br /> with public bid openings. Subcontract Work shall not be issued for bid until the Owner has <br /> approved a Subcontract Plan prepared by the Contractor. The Contractor shall organize and <br /> solicit bids for the subcontract Work to accomplish the Work in the most efficient and cost- <br /> effective manner possible. The Contractor may not use any alternates without approval of the <br /> Owner. Without limiting the Owner's right to approve a Subcontract Plan, one of the primary <br /> interests of the Owner in approving the Subcontract Plan is to satisfy itself that, in the event that <br /> the Contractor desires to self-bid on any bid package(s), that such bid package(s)does not give <br /> the Contractor an unfair advantage. <br /> 4.1.1 As part of the Specified General Conditions Work,the Contractor shall be <br /> responsible for all costs associated with the subcontracting process required pursuant <br /> to RCW Ch. 39.10, including,but not necessarily limited to: <br /> A. Preparing subcontract packages <br /> B . Solicitations for Subcontract packages. <br /> C. Advertisments. <br /> D. Providing a location for document viewing. <br /> E. Site tours. <br /> F. Responding to questions from bidders. <br /> G. Providing bid opening facility. <br /> H. Bidding in accordance with public works requirements. <br /> I.
