13
WHEREAS, the Planning Commission finds:
1. The purpose for the action is to allow use of the subject property to enjoy its current full
residential capacity and that this would require a rezone to B-1 or R-3; and
2. The need for the action is supported by various polices of the Comprehensive Plan calling
for diverse housing, increased residential capacity and higher density housing closer to transit
and employment areas, all of which are met by this proposal; and
3. Further examination of criteria guiding such requests calls for findings of changed
circumstances in the area, an erroneous decision when the Single Family designation was placed
on the subject property(or nearby area), that pressure to convert nearby properties to similar use
would not occur, and that the change would lead to an improved land use pattern in the area,
none of which is found in this proposal; and
4. Nearby residents have testified they appreciate the single family character of the area and
would not want to see it begin to convert over to higher density residential use.
NOW, THEREFORE, THE PLANNING COMMISSION RECOMMENDS:
1. Planning Commission, in reviewing the proposal and Comprehensive Plan map
amendment criteria, found that the criteria used to examine such requests guides the Planning
Commission to recommend denial of the request. At this time and for the foreseeable future, the
subject property would be best used under R-2 zoning in terms of its relationship to the
surrounding area.
Planni,: Commission Chairperson D. e
_I/a( 41 -11,1i1
Planning Commissil Firetary
For: Olivers, Loup, Dutton, Trautman,Newland, Simpson, Ebert
Against:
Absent: Ryan
Abstain:
110
- 2 -
