• <br /> 14 <br /> WHEREAS, the Planning Commission finds: <br /> 1. The purpose for the requested Comprehensive Plan land use map amendment is <br /> to allow construction of a multi family building with underground parking; and <br /> 2. To achieve the indicated land use changes the City needs to amend the <br /> Comprehensive Plan Land Use map from Multiple Family (1.7) to Multiple Family (1.8) <br /> and to rezone the area from R-4 to R-5. <br /> 4. The public health safety and welfare would be provided for by the proposal under <br /> existing development regulations of the City only if the amendment and rezone were <br /> supported by a Development Agreement that would ensure the development would <br /> appear upon completion as it did when presented to the Planning Commission, in <br /> elevation and section (Exhibits "B" and "C"), as it did on March 1, 2005. <br /> 5.
