16 <br /> NOW, THEREFORE, THE PLANNING COMMISSION RECOMMENDS: <br /> 1. Amend the Comprehensive Plan Land Use map for the existing PUD switch yard located <br /> east of 75th Street at Beverly Boulevard from Single Family(1.2) to Public-Quasi Public <br /> Facilities (2.8). (see Exhibit"A"); and <br /> 2. Rezone the site from R-1 (Single Family) to R-2-I (Institution); and <br /> 3. Void Special Property Use permit (#16-84) upon the date of validity of the <br /> proposed rezone Ordinance. <br /> 4. The following conditions be in the Institutional Overlay Zone: <br /> In the case of the PUD's Beverly switching yard site, there is an existing Special Property Use <br /> (SPU)Permit in affect that would become void at the time the City Council Ordinance approving <br /> the Institutional Zone with Master Plan comes into affect. <br /> Therefore conditions found in the SPU have been reviewed and those found to be still applicable <br /> would be transferred over to the new Institutional zone Ordinance. Additional conditions should <br /> also be considered and inserted. For example, there was a brush fire on the site not long ago. <br /> When neighbors to the north of the site learned of the zone action request they requested that <br /> some sort of improved fire fighting access be provided to the north side or the site where the 50 <br /> foot vegetation buffer is located. <br /> Conditions proposed to be placed in the I (Institutional) zone Ordinance are: <br /> • Expansion phases II and III are approved according to diagrams and descriptions submitted <br /> with the present application. <br /> • Project level permit review shall be required for all expansion activity. <br /> • Only expansion activity that meets Master Plan information submitted with the Institutional <br /> zone application will be deemed to meet permit criteria. <br /> • Detention of on site storm water will be continued. <br /> • On-site fire control access to the north side of the property, outside the 50 foot buffer, will be <br /> established and maintained by the Utility, utilizing recommended principles from State <br /> Department of Natural Resources publication(s) on fire break landscaping. <br /> 139 <br /> - 3 - <br />
