• <br /> I6 <br /> EVERETT CITY COUNCIL <br /> RESOLUTION NO. <br /> A Resolution Approving: (1)An Amendment to 1.41g <br /> the Comprehensive Plan Map Designation From <br /> Single Family (1.2) to Public-Quasi Public Facilities (2.8), <br /> (2) a Rezone from R-1 (Single Family) to R-1-I (Institutional) Zone, <br /> and (3) that the Existing Special Property Use Permit (#16-84) be voided upon City <br /> Council Passage of the necessary Comprehensive Plan and <br /> Rezone Ordinances for the area located east of Beverly <br /> Boulevard at 75th Street. <br /> WHEREAS, the City of Everett adopted a new Comprehensive Plan in August, 1994, in <br /> conformance with the Washington State Growth Management Act; and <br /> WHEREAS, the Growth Management Act, codified as Chapter 36.70A, allows for <br /> comprehensive plans to be amended on an annual basis; and <br /> WHEREAS, the City of Everett initiated its 2004 annual Comprehensive Plan amendment <br /> process in July, 2004, which included consideration of Land Use Map amendments and rezone <br /> applications initiated by property owners; and <br /> WHEREAS, Snohomish County Public Utility District#1 (PUD) submitted an application for an <br /> amendment to the Land Use Map for its 13 acre switching yard located east of Beverly <br /> Boulevard at 75th Street, from Single Family(1.2) to Public-Quasi Public(2.8), as indicated on <br /> the attached map (Exhibit"A"); and <br /> WHEREAS, the proposed action also includes a change in zoning from R-1 (Single Family) to <br /> R-1-I(Institution) for the subject site; and <br /> WHEREAS, the proposal is based on a 20 year,three phase Master Plan, with graphic depiction <br /> of each phase, submitted to the City by the Snohomish County PUD in support of the rezone <br /> request as required (EMC 33B.030); and <br /> WHEREAS, the Planning Commission held two public hearings on the matter, on February 15, <br /> 2005 and continued it to March 1, 2005, at which time they continued public testimony,heard <br /> applicant and staff presentations and considered the various aspects of the proposal; and <br /> WHEREAS, the Snohomish County PUD presentation on February 15, 2005 to the Planning <br /> Commission and public included a description of the need for long term predictability for land <br /> use of the site. <br /> 142 <br /> - 1 - <br />
