• <br /> WHEREAS, THE EVERETT CITY COUNCIL FINDS: <br /> 1. The purpose for the requested Comprehensive Plan land use map amendment and rezone <br /> is to make it possible for the Snohomish County PUD to formulate and act on long range <br /> load growth at this location in a predicable, orderly fashion over the next twenty years. <br /> 2. The need for the proposed rezone is to ensure the Snohomish County PUD will be able to <br /> meet energy demands over the long-term. <br /> 3. The Snohomish County PUD has made a convincing case for the purpose and need for <br /> such long term response to continued growth in the area served by the subject switching <br /> yard. <br /> 4. To achieve the request the City is asked to; <br /> a. Amend the City's Comprehensive Plan map designation from Single <br /> Family(1.2) to Public Quasi Public Facilities (2.8). <br /> b. Add the Institutional Overlay zone to the property subject to approval of the <br /> Master Plan submitted with the application. <br /> c. Void the Special Property Use permit (#16-84)upon the date of validity of the <br /> proposed rezone Ordinance. <br /> 5. This Resolution is intended to convey City Council support for the PUD Master Plan <br /> phases outlined here as: <br /> Phase I: Already completed under the existing SPU(16-84) <br /> Phase II: Approximately in the next 5 to 10 years. <br /> Add a second switch assembly similar to the one now existing on the site. Phase II would <br /> be placed north of and in alignment with the Phase I assembly. <br /> Phase III Approximately 10 to 20 years from now. <br /> Add a third switching assembly to the east and slightly down hill from the Phase I and <br /> Phase II assemblies. The 3rd phase will provide for delivery of power at an increased <br /> voltage of 230 kV. This power will be transformed to 115 kV and distributed through the <br /> 115 kV switching assembly. <br /> 143 <br /> - 2 - <br />
