Page 5 <br /> Dave Koenig stated that the City would be notifying property owners within the <br /> proposed rezone area and properties owners within 500 feet, and if Commission wanted <br /> staff to consider additional area, staff needed some direction so adequate notice could <br /> be provided. <br /> Bob Larsen stated that there appeared to be a number of citizens who provided <br /> testimony that were outside the 500-foot legal requirement for notification, and <br /> mentioned that if they wanted to be added to the mailing list, they needed to write their <br /> names and addresses on the speaker sign-in sheet. <br /> Allan Giffen asked for direction from Planning Commission. <br /> Ms. Lamoureux asked if staff could name a building that was 150' tall in the downtown. <br /> Dave Koenig responded that Everett Mutual Towers was approximately 140' tall. <br /> Commissioner Ebert stated that it was difficult to work with a property that was split by <br /> zoning and wondered if it was feasible to review all the zoning in the downtown area at <br /> this time. He felt that besides the more intensive residential use along the east side of <br /> Rucker Avenue, Commission should consider uses to the west of Rucker Avenue. He <br /> was aware of the height restrictions in Edmonds, but fortunately for Everett, the streets <br /> run east and west so it may work best to have a tiered approach towards the waterfront. <br /> He felt that it would be a good idea to look at the whole area from Everett Avenue to <br /> Pacific Avenue all the way down to West Marine View Drive. He felt that the area north <br /> of Everett Avenue should be preserved for single-family residential uses. <br /> Commissioner Dutton asked if there were any more comments. Allan Giffen stated that <br /> staff will discuss the rezone proposal with administration based on CJ's comments, and <br /> will bring back some alternatives for considering a larger rezone area along with the <br /> Rucker corridor alternative. Staff will develop a work program for the larger rezone <br /> proposal; however, staff may have to wait to proceed with the larger rezone proposal <br /> until after the comprehensive plan update is completed so that a more thorough <br /> analysis can be conducted. <br /> Mike Greenleaf, 620 Laurel Drive, 2802 West Marine View Drive, and 2715 West <br /> Marine View Drive, stated that he did not disagree with Commissioner Ebert and felt <br /> that the heights should be tiered towards the waterfront. He owns some vibrant <br /> industrial buildings on the west side of Rucker. He stated that the area on West Marine <br /> View Drive should remain commercial because West Marine View Drive is a major truck <br /> and industrial route, and is still a vibrant part of Everett. <br /> Commissioner Ebert reiterated that to develop a plan and review specific zones on the <br /> west side of Rucker, it would be more feasible to review the whole area. He stated that <br /> he would like to be more comprehensive when reviewing the zoning and land uses in <br /> the downtown core. <br /> V V <br />
