Planning Commission representatives from Ef monds, Woodway, <br /> Mountlake Terrace, Mukilteo, Lynnwood, and Snohomi fi County discussed <br /> topics such as infill development, transportation defcies, levels of service, <br /> funding, housing affordability, and etc. The public/as invited to attend the <br /> discussion; however, there were not many citize s present. <br /> Commissioner Olivers asked if an outcome %r summary of the joint meeting <br /> would be distributed for Cities to review. f r. Giffen responded that he was not <br /> sure. Dave Koenig stated that a priority r these joint meetings was to focus in <br /> on issues related to the UGA areas su as urban growth area boundary <br /> expansions and zoning changes. , <br /> ,� <br /> Allan Giffen stated that joint pla wing efforts in the urban growth area was not <br /> really discussed at the joint meting; however, that issue had been discussed in <br /> the past at Snohomish Cou ty Tomorrow meetings. Everett's City Council <br /> adopted a resolution expr s ing an interest to explore those options further and <br /> he felt that the City wo t6prefer to have the County adopt City standards rather <br /> than the City handling/the permit load within the urban growth areas. <br /> Dave Koenig sta "d that the City has two annexations in the process that would <br /> change the boary of the urban growth area. He explained the annexation <br /> petition metod and the location of the pending annexations. The City also <br /> expects to/annex Murphy's corner sometime in the future. This annexation was <br /> approved by the Boundary Review Board in 1999, appealed to Superior Court <br /> and approved, appealed to the appeals court and approved, and now is before <br /> thee/Washington Supreme Court for consideration. <br /> ,Allan Giffen stated that the annexation process was a very tedious and <br /> /challenging process and that was why Everett boundaries had not changed much <br /> / since the 1994 Comprehensive Plan. <br /> :, Commissioner Ebert commented that in his discussion of downtown height <br /> r, , �0 issues at the last Planning Commission meeting, he discussed reviewing the <br /> t.= � height standards beyond the Rucker area. However, he would like to suggest <br /> that Planning Commission move forward with the specific height revision request <br /> along Rucker and review the zoning and height standards for the rest of the area <br /> R <br /> 3 7' <br />
