11
4. Summarize water utility and land use aspects of the following related plans: wholesale
customer water system plans, the 1991 North Snohomish County CWSP, the City's
Comprehensive Plan (last published update in October 2003, plus updated data from the
2004 draft Supplemental EIS for the pending 2005 update), the Snohomish County
Comprehensive Plan (last published update in July 2004, plus updated data from the 2004
draft Supplemental EIS for the pending 2005 update), and the 2004 draft Snohomish River
Basin Salmon Conservation Plan. The focus of this summary will be to document whether
the City's CWP is consistent with these plans.
4.3 City Responsibilities
1. Provide the source data needed, per the data request associated with Task 2, including
map data layers, City water service ordinances, City intertie agreements, and related
plans.
2. Review the draft WCP chapter, including maps, and provide written comments within two
weeks.
4.4 Assumptions
1. Source data will be readily available; either from the City, Snohomish County, or other
sources and the majority of the map data will be available in GIS format.
2. Both the City and Snohomish County are in the process of updating their Comprehensive
Plans.
3. This CWP will rely on data from their current Comprehensive Plans and the draft
Supplemental Environmental Impact Statements associated with the pending updates of
those plans (as identified above) or other currently available sources and will not be
delayed for work-in-progress associated with updates to the Comprehensive Plans.
4.5 Deliverables
1. E-mailed Word document file of draft Plan Chapter 2 — Service Area Policies draft copy for
City review and comment.
2. E-mailed document file of the final draft Chapter 2.
5.0 Task 5 — Supply Requirements (CWP Chapter 3)
5.1 Objective
Prepare draft and final CWP chapter describing current and future supply characteristics,
including demand forecasts.
5.2 HDR Services
1. Develop demographic projections for three time periods: 6 year, 20 year, and buildout.
Buildout is defined as when all land is developed to the extent possible under current
(2004) zoning or land use regulations. In City service areas where both the sewer and
water plans are applicable, these demographic projections will be coordinated with the
recently completed sewer plan.
2. GIS analysis will be used to match the PSRC data to the City's service area.
Everett Comprehensive Water Plan April 15,2005
Exhibit A—Scope of Servicesn Page 4 of 21
