E-mailed Word document file of draft and final Technical Memo with summary tables and <br /> graphs of the demographic projections and historical supply characteristics. <br /> 2. E-mailed Word document file of draft and final Technical Memo summarizing the demand <br /> forecasts. <br /> 3. E-mailed Word document file of draft and final CWP Chapter 3 - Supply Requirements. <br /> 6.0 Task 6 — Conservation Program (CWP Chapter 5) <br /> 6.1 Objective <br /> Prepare draft and final CWP chapter describing historical, current, and future water <br /> conservation programs. <br /> 6.2 HDR Services <br /> 1. Document conservation planning requirements, including the anticipated new water use <br /> efficiency rule related to the Municipal Water Law. Review the draft rule, which is expected <br /> to be issued in April 2005, and brief the City as to the expected impact on the conservation <br /> program and water system plan. If applicable, the briefing will identify new CWP <br /> requirements that require analysis beyond what was anticipated in this Scope of Services. <br /> 2. Document the City's current and historical water conservation programs: The Everett <br /> Water Utilities Committee (EWUC) program, the Everett-only program, and conservation <br /> program participation in the Water Conservation Coalition, the Water Conservation <br /> Partnership, and the Conservation Committee of the Pacific Northwest Section of the <br /> American Water Works Association (PNWS-AWWA). <br /> 3. Assist the City's conservation staff to update the City's current conservation plan by helping <br /> to develop written conservation goals. These goals will reflect the requirements of House • <br /> Bill 1338 and will ultimately need to be adopted by the City Council and EWUC. <br /> 4. Determine the conservation avoided cost for the Everett water system. This will include <br /> developing a systematic method of determining avoided cost factors for deferred capital <br /> costs, energy savings, wastewater savings (including pumping costs to the new <br /> wastewater outfall in Port Gardner Bay), and chemical costs. <br /> 5. Develop a framework for evaluating measure/program cost-effectiveness. Up to ten <br /> measures may be analyzed for possible inclusion in the conservation program. Additional <br /> measures may be analyzed upon mutual agreement and amendment of this Scope of <br /> Services. Evaluate the impacts of conservation on the water demand forecast. <br /> 6. Prepare a Technical Memo presenting the results of the analyses conducted (measure <br /> cost-effectiveness, avoided cost, etc...).The memorandum will be provided to the City to <br /> allow for any adjustments before this information is used in writing the WCP chapter. <br /> 7. Assist the City in estimating and documenting distribution system leakage, consistent with <br /> the draft water use efficiency rule. The methodology will be to begin with the estimate of <br /> non-revenue water.
