For many years the
City has purchased commercial transit insurance through a broker. A review and comparison of Everett
Transit's current transit insurance program and the Pool program identified the following benefits of Pool
membership:
• An initial annual premium savings of approximately$50,000 for the same limits and deductibles;
• In-house claims management and subrogation services;
• Best Practices programs;
• Risk management training programs;
• Grant programs.
The Pool was formed in 1989 with 8 public transit systems. Today it has 20 members and 3 associate
members.
Pool membership requires the City to designate one Board Director and one or more alternates for
representation on the Transit Insurance Pool Board of Directors. It is recommended that the Council approve
the City's Transportation Services Director as the City's Board Member and the City's Risk Manager and
Transit Operations Manager as alternate Board Members.
RECOMMENDATION (Exact action requested of Council):
Authorize the Mayor to sign and execute the Interlocal Agreement with the Washington State Transit 12 i
Insurance Pool, and approve the City's Transportation Services Director as the City's Board Member and the
City's Risk Manager and Transit Operations Manager as alternate Board Members.
