7 <br /> MEMORANDUM OF AGREEMENT <br /> FOR COOPERATION <br /> FOR A PROPOSED <br /> NORTH EVERETT <br /> COMMUNITY CENTER <br /> 1. PARTIES <br /> A. City of Everett ("City"), and includes departments and divisions of the City such <br /> as the Parks and Recreation Department("Everett Parks") and the Everett Senior <br /> Center("Senior Center"). <br /> B. Everett School District No. 2 ("School District"). <br /> C. Everett Community College ("Community College"). <br /> D. Providence Medical Center("Medical Center"). <br /> E. Snohomish County("County"). <br /> F. Boys and Girls Club of Snohomish County ("Boys and Girls Club"). <br /> G. Young Men's Christian Association of Snohomish County ("YMCA"). <br /> H. Everett Housing Authority ("Housing Authority"). <br /> 2. RECITALS <br /> A. Each of the parties wishes to maintain or enhance its programs and services to its <br /> stakeholders. <br /> B. Each of the parties has needs with respect to facilities to maintain or enhance its <br /> programs and services. These include a wellness center, aquatics facility, senior facilities, <br /> health and fitness programs, and youth activities. <br /> C. The parties believe that their facilities' needs may overlap to a significant degree. <br /> D. Construction, maintenance and operation of shared facilities ("Community <br /> Center" might achieve economies of scale such that each party might have access to more <br /> or better facilities than if each party built their own, be cheaper than building stand alone <br /> facilities, and may provide synergy with respect to programs. <br /> E.
