January 25, 2017 <br /> license requirements for active-duty military service men and women, as <br /> well as those military individuals attending college. <br /> Council Member Murphy asked if out-of-state licenses were tied to an <br /> active-duty military requirement, and stated he would be interested in <br /> hearing the perspective of City staff prior to the third and final reading of <br /> the ordinance. <br /> Adisu Aramde, Yellow Cab, spoke about taxi cab company insurance <br /> rates regulated by Washington State. He also spoke about safety <br /> concerns, taximeter costs, and unfair competition created by deregulating <br /> rates. <br /> Discussion ensued about the differences in insurance requirements for <br /> TNCs and taxi cab companies. <br /> Ms. Rathbun stated she would provide council members with a side-by- <br /> side insurance requirement comparison between TNCs and taxi cab <br /> companies. <br /> J. T. Dray, Everett, spoke about the old technology used by taxi cab <br /> companies, the difficulty in submitting driver complaints, and the practice <br /> of providing drivers with riders' personal cell phone numbers and home <br /> addresses. Mr. Dray also stated he has requested the City Engineer to <br /> look into the placement of cab stands in the downtown area. <br /> Mark Ford, Seattle taxi driver, spoke about how dynamic pricing, used by <br /> Uber, creates unfair competition and safety concerns related to Uber <br /> drivers. <br /> Victor Harris, Everett, spoke in favor of the City establishing for-hire rates. <br /> He questioned the ability of drivers to work independently outside the <br /> umbrella of a company and ADA regulations relating to driver <br /> responsibilities. <br /> Council Member Moore requested an opinion be provided by the Legal <br /> Department relating to the use of service animals by riders. <br /> 28 <br />
