T. Dray, Everett, spoke about the old technology used by taxi cab <br /> companies, the difficulty in submitting driver complaints, and the practice <br /> of providing drivers with riders' personal cell phone numbers and home <br /> addresses. Mr. Dray also stated he has requested the City Engineer to <br /> look into the placement of cab stands in the downtown area. <br /> Mark Ford, Seattle taxi driver, spoke about how dynamic pricing, used by <br /> Uber, creates unfair competition and safety concerns related to Uber <br /> drivers. <br /> Victor Harris, Everett, spoke in favor of the City establishing for-hire rates. <br /> He questioned the ability of drivers to work independently outside the <br /> umbrella of a company and ADA regulations relating to driver <br /> responsibilities. <br /> Council Member Moore requested an opinion be provided by the Legal <br /> Department relating to the use of service animals by riders. <br /> 28 <br />
