The
city was rightly concerned with the whole growth management issue. _
0
--1
In 1578 the Washington State Supreme Court put teeth into SEPA - basicallv
m
saY1nQ that identified development impacts must be mitigated„ —
1978 was also the culmination of a 3 year study of Evergreen Way after m,mt5s .
of laborous meetings and hearings resulting in a plan to address the necds of '" r„
Evergreen Way: o
co
 o
* Busina:ss needs vs arterial needs. -a c
• Truck delivery. m
Back out from on-street parking to state highway. _
o Conflicting left ntd right turning movements - 7 lanes is needed to .o Z
protect the right turn movenent. c
• No pedestrian facilities. _
0 100 feet of existing public right-of-way - but only 60 feet being used `"
by ttie public. The remaining 25% are on proiects that have
not yet started or are in some stage of being complete. For example, Casino
Road LID is currently under construction and involves those properties at the
intersection of Casino Road. The South Point LID is in the earliest of initial
stages of formation.
