H E M O R A N D U M <br />�0 Jim Driscoll, Everect He ing Examiner <br />FROM Public Works Departmant.�j� <br />DATE November 16, 1990 <br />SUAJECT Special Property Use Permit #13-90 <br />Alderwood Water District Pump Station <br />As a matter of record to the hearing examiner, with regard to the request by <br />the "Stream-Keepers" group for construction of 150 feet of open channel for <br />Pigeon Creek #1, the Public Works Department has the following comments: <br />Generally the Yublic Works Department strongly prefers open stream channels to <br />streams enclosed in culverts. Open channels provide water quality benefits <br />and improved habitat conditions for fish and wildlife. This is especially <br />true for Pigeon Creek #1, where an active program to re-establish a <br />self-supporting fishery has been underway for several years. <br />For this particular site, however, the Public Works Department would not <br />object to utilizing a culvert system. This is based upon the following <br />observations : <br />1. The stream is currently enclosed in a culvert at this site. <br />Therefore, the proposed site plan would not decrease the length of <br />Pigeon Creek #1 in an open channel condition. <br />2. The length o£ stream, approximately 150 feet, that could be changed <br />to an open channel condiCion is very small compared to the length of <br />stream upstream of this site that is culverted, approximately 3700 <br />feet. <br />3. The upstream 3700 feet of culvert is under parking lots, city <br />streets, and adjacent to steep slopes. This makes it highly unlikely <br />that any of the upstream portions of Pigeon Creek #1 can be converted <br />to an open channel condition. <br />
