EXCEPTIONS <br />l. At existing gas stations where it is not possible to have the designated area discharge to a sanitary sewer; <br />the station can, whenever extensive vehicle washin¢ is occurring (such as washing cars to raise charity <br />funds), place a temporary plug in the storm drain and pump the accumulated water to the nearest sanicary <br />sewer, with pertnission from the City's (ndustrial Pretreatment Program. <br />2. Dealerships of new or used automobiles or trucks may �vash the vehicles in the parking stalls as long as <br />only /otiv pressure water is used. The dealership can also use the temporary plug system outlined above <br />fur gas stations. <br />3. Truck washes at industrial sites which are used to prevent the tracking of dirt, sediment and floatable <br />materials (such as wood) onto public stree[s can discharge to the stortn drain. However, the wash water <br />shall pnss thro�igh a catchbasin and oil/water separator. Soaps and other cleaners shall not be used if the <br />wash water is discharged to the storm drain. <br />4-2.2.4 BMP S1.30 LOADING AND UNLOADING LIQUID MATERIALS <br />The BRiPs in this section apply �or I�ading or unloading of liquids in containers or for direct liquid transfer. <br />Consistent with Unifortn Fire Code requirements (R.2 in Section 4-3) and to the extent possible, unloading or <br />losding of liquids should occur in the manufacturing buildine so that any spills that are not completely retained <br />can be dis�harged to the sanitary sewer, process treatment, or a dead-end sump r,onsistent with the Industrial <br />Pretreatment Program and pecmit requirements. Practices are described below for areas where loading is done <br />outside and loss to storm drains could occur. <br />CONTANED LIQUIDS AT LOADING AND UNLOADING DOCKS <br />1. Loading/unloading docks shall have overhangs or door shirts that enclose the trailer end. <br />2. The Ioadinglunloading area shail be designed to prevent run-on of stormwater. <br />3. The owner shall retain on site the necessary materials for rapid cleanup of spills (see BMP S l.80). <br />RAIL TRANSFER TO ABOVEBELOW-GROUND STORAGE TANKS <br />l. To min;mize the risk of accidental spillage, the owner shall have a written "operations plan" that <br />describes procedures for loading and/or unloading. Employees shall be trained in its execution and it <br />shall be posted or otherwise made easily available to employees. <br />2. The owner shall have an Emergency Spill Cleanup Plan (BMP S 1.80). <br />3. Drip pans shall be placed at locations where spillage may occur such as hose connections, hose reels, and <br />filler nozzles. ll,-ip pans shall alwavs be used when making and breaking connections. <br />4. A drip pan system shall be installed within the rails to collect spillage from tank cars. <br />5. An employee trained in spill containment and cleanup shall be present during loading/unloading. <br />TANKER TRUCK TO ABOVEIBELOW-GROUND STORAGE TANKS <br />I. To reduce the risk of spills, the owner shall have a written "opera[ions plan" describing procedures for <br />loading and/or unloading. Employees shall be trained in it execution. <br />2. The operations plan shall include an emergency spill cleanup plan (BMP S1.80). Cleanup materials shall <br />be readily available and employees witl be vained in their use. <br />4-2-b <br />
