Segregating an activiry that is the most significant source of pollutants from other activities that cause little or no <br />pollution may lower the cost of enclosure or covering to a reasonable level. <br />A method commonly used in large industrial complexes where much of the process equipment is exposed is to <br />place curbin@ around the immediate boundary of the individual processes. The stortn drains from these interior <br />areas discharge to the process wastewater !reatment system. <br />Dischareine stormwater te a nrivate, orocess wastewater treatment svstem: In general, the City will �ot allow <br />discharge of stortnwater into the public sanitarv sewer system, unless the site is served by combined storm and <br />sanitary sewer system. However, some industries may have their own process wastewater treatment system <br />with finai disposal directly to the receiving water. Stormwater from areas of significant pollutior. sources can be <br />plumbed to the process treatment system as long as the system's [reatment capacity is not exceeded. <br />Dischareine srnall. hi¢h frequencv stortns to a dead-end sw.io: The feasibiliry of this BMP would be limited to <br />those few activities which contribute unusuaily high concentrations of pollutants and/or ���Ilutants of unusual <br />concem and would be used only when other options •.veren't available. Regular pumping of the sump, with <br />appropriate disposal of the wastewater, is required. <br />Note: Any floor drains necessary in buildings or covered areas must discharge to the sanitary or process <br />wastewater sewers or a dead-end sump. Discharges to the sanitary sewer must meet the City's Industrial <br />Pretreatment Program requirements (see Section 4-3.1). <br />4-2Z.9 BMP S1.80 EMERGENC Y SPILL CLEANUP PLANS <br />Owners of facilities engaged in storing, p.ocessin¢, or r<�(ining oil and/or oil products are required by F�deral <br />?.,:w to have a Spill Prevention and Control Plan (SPCP). OwnPrs of businesses that produce Dangerous Wastes <br />are required by State Law to have a spill cleanup plan. These businesses should alsc refer to R.7 in Sect:on 4-3. <br />The basinesses and public agencies identified in Section 4-1 that are required to have an Emergency Spill <br />Cleanup Plan shall follow these general guidelines in its preparation. <br />l. The first part of the plan shall contain a description of the facility including the owners name and <br />address, the nature of the faciliry activity, and the general rypes of chemicals used in the facility. <br />2. The plan shall contain a site plan showing the Iecation of storage areas for chemicals, the locations of <br />stortn drains, and the direction of slopes iowards those draies, and the location and description of any <br />devices to stop spills from leaving the site such as positive cor.trol valves. <br />3. The plan shall describe notification procedures to be used in the event of a spill, such as key personnel <br />and outside agencies. The Ciry of Everett Public Works Department and DOE shall be notified <br />irnmediatelv if the spill may reach surface waters or sanitary or stortn sewers. Also, in the even! of an <br />accidenral discharge �Joil or hazardous material into warers oJthe state or onro land tivith a potential <br />for en!ry into sta(e waters, !he Nariona! Response Center a�id the U.S. Coast Guard shal/ be contncted.. <br />4. The plan shall provide instructions regarding cleanup procedures. <br />5. The owner shall have a designated person with over-all spill response cleanup responsibility. <br />6. Key personnel shall be trained in :se of the plan. All employees should have b3sic knowledge of spill <br />control procedures. <br />7. A summary of the plan shall be •.�ritten and posted at appropria[e points in the building, identifying the <br />spill cleanup coordinators, location of cleanup kits, and phone numbers of regulatory agencies to be <br />contacted in the event of a spill. <br />S. Cleanup of spills sha�l begin immediately. Na emulsifier or dispersant shall be used. <br />9.
