Square requirss a peak aemand total of 120 spar.ee: according to the
ITE mar.ual. Thus, a total of 414 spaces would be required for the
proposal (includi:g Village Square) on a holiday weekend, assuming
that there would be n tfice space parking demand on the same
weekor3; If 758 of the space in Village Square were devoted to
office space only (as has been suggested), then the peak total
spaces required would e 342 (see Table 2). The applicant has
proposed a total of 410 spaces, including the existing 60 spaces in
Village Square. It therefore appears that the parking to be
provided in combination with that existing should be adequate for
the needs of the development.
RP.INIER AVENUE IMPACTS
Rainier Drive is most likely to be impacted by users of the east
parking lot. Because of ths, we recommend that all office
personnel be required to park on the east parcel parking J.ot. Thus,
the greatest impact on Rainier Drive will come during mo=ning and
afternoon peak hour traffic flows coinciding with the opening and
closing times of the offices. On a worst-case basis with all office
personnel using Rainier Drive, the morning peak hour would see 90
trips (in and out), the evening peak hour 102 trips, with a total
average veekday traffic of 637 trips.Z
However, Rai ier Drive should be affected only by northbound and
eastbound traffic from the project. Southbound traffic from the
east parking lot will follow the minimum travel time path to
Evergreen Way which is through the main parking lot. This alternate
route to and from the souch should reduce the worst case traffic
:impact to Rainzer Drive by at least 30 percent.
2"Institute of Transportation Engineers", Trip Generation
Report, July 1984, Sections 7Q0-Office and 800-Retail.
- 2 -
