Evcn�rr. �vns��iNCTor� <br />7202 l:vergreen Way <br />As you are aware, the procedures and policies of the <br />City are always open for review, and constructive criti- <br />cism is appreciated. We feel, however, that in the <br />case of the sub7ect permit, our procedures were not at <br />fault as I hope to �emonstrate in this report. <br />To properly review the procedure, we should take a <br />look at the following sequence of steps taken during <br />the approval of the subject buildina permit. <br />A. The application for a buildinq p�•rmit was sub- <br />mitted on June 7, 1973. During the processing of <br />the application, it was noted on the application <br />form that the approval was pending based upon the <br />development of the improvements within the City <br />Rights-of-Way. <br />At this time a proposed standard cf improvements <br />for the �vergreen Way Rights-of-6Vay was being <br />reviewed. This was pointed out to the architect <br />that the proposed plan did not meet the proposed <br />standard and we suggested that rather than install- <br />ing something that might have to be removed, it <br />would be better to adopt an alternate plan. A <br />compromise solution was recommended and coordina- <br />ted with Mr. Bryan's staff. <br />These conditions were subsequently discussed with <br />Mr. Bryan and were noted on the application for a <br />driveway permit. At this time Mr. Bryan expressed <br />concern of the engineering cost and did not wisli <br />to accumulate any additional expense for revising <br />the construction plans. <br />B. The Contractor submitted the application for a <br />driveway and right-of-way improvement permit on <br />July 31, 1973. It was approved on August 3, 1973, <br />two days after the bUilding permit was issued. <br />C. The Contractor submitted a letter on December 11, <br />1973 requesting temporary occupancy approval <br />because of the poor weather conditions and that <br />he could not complete the paving and landscaping, <br />which approval caas granted. <br />� <br />
