Existing water main on Evergreen Way can provide adequate domestic service. <br />System shall be designed to conform to fire flow requirements determined <br />by City Fire Marshal. <br />S. Phase 1 and it shall provide a covenant consenting to a Local Improvement <br />District for off -site improvements indicated by the Pigeon Creek #1 Drainage <br />Basin Plan. <br />9. In 1977 a specified identified need for a traffic bypass between Evergreen <br />Way and Casino Road was established after considerable input. As a result <br />of development in the area and considering geographic and neighborhood <br />concerns, the location of the bypass was determined as shown on the attached <br />exhibit. At this time it has been a deter that cbnstru n of the bypass facility <br />along with other improvemer t previously construct��will mitigate the impact <br />-- - of Cascade Shopping Center traffic-on-Gvepgteen-',-y, 75th Street, and the <br />intersection of SR 526 with Evergreen Way. The type of public bypass facility <br />that would accomplish such mitigation would consist of a 36 foot wide'street <br />with sidewalks on both sides from Evergreen Way east 300 feet, and a 24- - <br />foot wide street with sidewalks on theserth;�Ideeabutf g the shopping center <br />to the nwst extreme southeastern-4 of the proposal and an interim 20 foot <br />street with 4 foot pedestrian shoulders o� n both sides for approximately 500 �_ <br />feet to intersect with Casino Roagk Such a facilit wou ainclude zFstreet <br />light system and a traffic signal at Evergreen Way, drainage improvements <br />and buffering for adjacent properties. <br />Since the bypass as outlined above would not meet City Standards for street <br />construction and would only provide a portion of the needs of the general <br />traveling public and other properties in the area, as has been previously identified, <br />it is proposed that the improvement of the bypass (temporarily known as <br />77th Street) consist of a 36 foot (or 40 foot) wide street with sidewalks on <br />both sides from Evergreen Way to Casino Road, including lighting, drainage, <br />and a signal at Evergreen Way. And, that such an improvement be financed <br />via Local Improvement District Assessment with the cost of the "mitigation <br />improvements" (except only 50% of the signal) be assessed to Cascade Shopping <br />Center. The remainder of the cost to be assessed to other benefitted properties <br />along with (if determined appropriate by City Council) City participation. <br />Should the L.I.D. fail, the responsibility of designing, building and financing <br />the "mitigation improvements" shall revert to, and be accomplished prior <br />to occupancy permits being issued for Phase II Cascade Shopping Center structures <br />(except that only 50% of the cost of the signal installation shall be the responsibility <br />of Cascade Shopping Center. <br />It is further recommended that if it is consistent with the City Attorne) : recommendation <br />that the e: isting Concommitant Ordinance be repealed and replaced by a single <br />ordinance addressing both phases of the development. This recommendation ,s <br />based on current misunderstanding of the application of the ordinance to Phase <br />i <br />I improvements between City, Proponent and potside parties. <br />t <br />
