WASMINGPJN <br />from the combination of limited capacity at SR526 - Casino and shoppers frequenting K Mart, Fred <br />Meyer, and other retail shops along this commercial strip. The peak hour capacity of Evergreen and <br />75 is not controlled by geometric or signal capacity at 75 but is controlled by the long queues of NB <br />& SB traffic created by the restrictions at SR 526. <br />There is only a paved shoulder for pedestrian traffic along Evergreen Way. Students from Cascade High <br />School walk between McDonald's, Alfy's, and the school during breaks and when school is out, using the <br />paved shoulders as a walkway. The Center and other retail outlets planned for this area will generate <br />additional Evergreen Nay pedestrian activit, Constructing right turn lanes to serve Center vehicular <br />traffic would impact pedestrian traffic by making it more difficult to cross Evergreen Way ( wider <br />crossing against more traffic) and leaving no improved area for pedestrian movement along Evergreen <br />Vlay. Traffic volumes on Evergreen Way will reach more than 35,000 by 1990 using a modest 3% growth <br />rate and the 1977 25,000 count figure. (Regional statistics are continuing to show 8 to 11% annual <br />growth rates). A pedestrian will not be able to cross or walk along Evergreen Way without additional <br />improvements with the existing proposal. <br />The area immediately to the South is primarily retail in character with Fred Meyer, K Mart, restaurants, <br />specialty shops, and markets. The .SR 526 freeway connecting to I-5 is in the middle of the developing <br />commercial retail -office - light industry area and is a major transportation link and generator. <br />Industrial employment is increasing to the west as well as with the strip commercial development. <br />Housjn- of various types are b ins a tensiv y dev to d enerally south of 75th street. The closest competi <br />�huppu'% areas are m ynnwoo� a#Rd Marysviel�e. Al o these occurrences taken together mean more <br />projected traffic will come from the south. Shoppers come from farther than 2 miles to use Everett's <br />C3D, Everett N11all, and Evergreen Way facilities via SR 5 or SR 2 and generally approaching or leaving <br />this area via SR 526 or arterials toward Everett Mall or major southern residential developments. <br />N.
