Y.
Bob Landles
Pon Mi. C?xneron
June 26, 1978
Reinir,ga Shopping Center at 75th Street and Evergreen WayrroF EVEFETT. EVENETT, wasMincrou
The reassignment of trips was made considering the affecting local factors discussed in the first section..
Tiiey result in new intersection turning movement volumes at the driveways.
A higher amount of traffic will be oriented to or from the south doing business at the other local retail
development, coming or going via SR 526, or generated by the extensive new residential expansion taking
place south of 75 Street. Traffic to and from the north will be smaller because it travels via SR 5 and
SR 526 to Evergreen or to/from the Mall combining shopping trips. Traffic oriented toward 19 SE or
the 'Mall can use 75 St, Beverly Blvd, and S Broadway as an alternative southern trip route and is shown
as estimated 5%. Travel to the west has a faster path via the free right -(out -bound) at SR 526 and then
via 20 Ave W (new connections) or the speedway to Mukilteo. The newly planned 5,000 home Chevron
property development will increase the SR 526 western volume.
ilI. Projected traffic operation concerng impacts that will require resolution include:
1. The western driveway on Evergreen Way will require signalization to accomadate traffic
movinPPwit e-spmmercial area as well as employee and service trips. At least
35%'b th 14,000ips can be expected to use this access point resulting in an approach
volumepf' .-4 U-ilo-hvergreen Way. This volume meets signal warrants.
Tne Evergreen driveway and center design should encourage traffic to use 'this access
rather than 75 St. reducing total intersection trip increases.
2. The additional 1750 trips on 75 St between Bevery Blvd and the center will endanger
pedestrian travel along this route. Signalization of 75 St and Beverly Blvd. could be
required depending on additional traffic being generated. Total volume on this leg of
75 St will approach" VPD.
rFin. QOOO
3. The west side of 75 St. between Beverly Lane and Evergreen will be impac,:ed but not
as severely as the east side: = -
• 4. 75 St along &e Center froth age will be subject to queuing and" Masse'd turning movements
without geometric control. Conflicts between the high volume gas station on the north,
\% 75 St. traflic, and Center traffic will occur without major improvements.
(1, •),..
-5. The western most- driveway -on _75 St. will result in 5B left turVraffic driving across
-,two to three lanes rather than merging smoothly -across.: Particular hazard would be
created Sy this driveway for NB free, right turn traffic and the SB lefts. This driveway
could segue the center but would create hazard on 75 Street. It was not shown on the
original plan.
t
6. Widening 75 ST would provide easier access to the center at the cost of additional crossing
time for✓ vehicles arrd pedestrians: '75 St volumes in 'ioA of the center would include
at least ihalf oq the newly grnerated-V(esf arid-norttrtrsffie - 2100 of the :14,000 trips.
More than -.three quarters&Tese trips would be new trlpsito 75 St. but not new to -
the area. M180%,estimate new trips would increase 75 St.traffic from 3200 to 4900
along Me center front. Abcut half of the traffic traveling this portion of 75 St would
be involved In center driveway turning manuevers. The high 1V% of turning manuevers
is not of contributory to high vehicle accident rates butals aarceraas increases
dangers pedestrians. `
