A hearing was held on the application of Allan Foss, 8320 Evergreen Way, <br />Everett, Washington 98203, for a variance from Section 19.40.020 of the <br />Everett Municipal Code, Off-Street Parking, for permission to provide sixty- ' <br />five (65) off-street parking spaces for a proposed restaurant and office <br />rather than the code requirHnent of ninety-three (93) off-street parking stalls. <br />Legal Description: Lot Z, Plat of Toslands Half Acre Garden Tracts <br />Address: 8320 Evergreen Way <br />Zoning: C-1 General Commercial <br />Mr. Allendorfer, an attorney, represented Mr. Foss. Mr. Allendorrer asked inat <br />the City's representative speak first. <br />Mr. Landles, of the Planning Deaartment, then took the podium and stated his <br />department is neither for nor against the variance but some of the concerns of <br />the Planning Department are as follows: <br />1. The City is spending large amounts of money on the Casino Road <br />Improvement Project and there are some issues that need to be <br />addressed. <br />2. There is a change of business use so a long-term traffic circulation <br />flow should be discussed. <br />3. The Planning Department is asking for a ftfteen (15) foot easement <br />access agreement alony the westerly margin of the property for <br />future development and internal access. - <br />4. There is a potential for many intersections within short distances on <br />Evergreen Way and Casino Road. <br />5. The Planning Department oiould support the variance request only if <br />the variance is conditioned to require compliance with all require- <br />ments placed through the SEPA review. <br />6. There is a potential commercial rezone of the contiguous property to <br />the west. <br />Mr. Allendorfer, the attorney `or Mr. Foss, then had the following statements <br />to make: <br />The original Phase II plan that was presented is no longer being con- <br />sidered; Phase I will be the current and active plan. <br />2. There will be 4,130 sq. ft. of restaurant and 3,570 sq. ft. of office <br />space. �ixty-one off-street parking spaces are needed and fifty-one <br />could be supplied. So their request is for less tFr,n the original <br />application. <br />3. Mr. Foss had meetings with various City departments in February in � <br />an attempt to establish his off-street parking needs and requirements. <br />-3- <br />
