4. The rental rate of the State property along Casino Road to the south �, <br />is too high at this time. <br />5. If Beverly Lane was vacated the residents to the north and the <br />business to the east would be landlocked. <br />6. The possible additional traffic impact seems to be the only issue. <br />7. There should be some trade-offs between the City, State and Mr. Foss <br />concerning the westerly property and the State property to the south. <br />8. There is another restaurant in the immediate area that was granted <br />a parking variance. <br />Mr. Foss then took the podium and had the following statements to make: <br />1. He had been leasing the State owned property along Casino Road for <br />a number of years. <br />2. He is willing to go for a long-term lease with the �ity on the <br />Casino Road property. <br />3. For several months he has dealt with different departments to review <br />the project. <br />4. He has lost the sale of the property because of uncertainties, how- <br />ever, his clients will lease from him. <br />5. He feels the SEPA Checklist is not necessary for his property because <br />he is not adding to or changing the park�ng. <br />I <br />6. He feels the burden is being placed on hlfm because of the demands <br />for a fifteen (15) foot easement to the west. <br />Mr. Lanriles then made his rebuttal and his comments were as follows: <br />1. Qne of the questions that needs to asked is, "Is the proposed use <br />more intensive than the current use?". <br />2. Some concerns are: <br />(A) Parking intensity, <br />(B) What impact the proposed use will have on the area, <br />(C) Phase I versus Phase 2 differences, and <br />(D) How the project relates to long-term traffic flow. <br />3. There are some questions on left turns for automobiles from the Foss <br />property to Casino Road. Perhaps ther�� will be a right turn lane <br />only on to Casino Road. <br />4. The Southwest Everett Plan includes the westerly property being _t <br />rezoned tc Commercial Use, so there is need for long range Planning. 1 <br />-4- <br />
