5. The westerly fifteen (15) foot easement is necessary to provide <br />internal circulation. It is also a starting point for future <br />planning and Mr. Foss will be benefited as much as anyone else. � <br />6. It is possible that some trade-offs may be worked out between the <br />property owner and the City. <br />7. There has been a Checklist provided for Phase II but not Phase I. <br />8. If the SEPA review includes a requirement for an access easement <br />along the westerly perimeter this will effect the validity of the <br />variance as there is parking now shown on the wester�ly pu��tio��. <br />Mr. and Mrs. Hillis, the property owners to the north, were against the granting <br />of the variance for the following reasons: <br />1. There is noise and congestion now and this would increase with the <br />proposed restaurant and office use. <br />2. Cars are now parking on State property. <br />There was no further comment from the audience. <br />After visually viewing the subject property and considering all the facts and <br />testimony it was moved by Mr. Eckstrom, seconded by Mr. Hoagland and unanimously <br />carried to grant the variance as it meets all the requirements of Section <br />19.70.060 of the Everett Municipal Code, Paragraphs 1, 2, 3, and 4. <br />Respectfully submitted. <br />� _ . .--_ , � ^ i �., <br />Kenneth W.
