Slormtiater ireatment is required when 5,000 square feet or more of hydr2ulicallyconneted pavement
in•. created andlar redevetoped 6y a project. Treatment ot stormwater runofi from hydraulically-
cainected pavement must occur, per City slandards, prior to discharge to Ihe storm water from the site,
or to a stream, wetland cr underground infiHratian system.
17. If suRable soils exfsl on the site, surtace storm water infiltratian systems (e.g., pervious pavers or
surface pondirg areas and/or swales) may be used to hydrautically disconnect pavemenl From a
stormwater treatment siandpoint, for a pavement area to be considered hydrau;icaily disconnected,
stormwaler runoff (rom at least the &month, 24-hour starm must t» fully retained and/or inflitrated
18. The options ior treatment of nnolifrom hydraulically-conneded pavement are:
a. Infiltration pond.
b. Welpond.
a Constructed Wetland.
d. Stormwater 360 Storm Fllter, with pretreatmeni.
e. Altemative treatment lechnology deemed, by ihe Ciry of Everett, to be technfcally equfvalerrt to the
above optlons.
19. The reQuired stormwater treatment volume for watponds is the volume of developed runoBfrom the fi-
month, 24hour storm. City standards far wetponds allow a maximum of B5% of this volume to be
provided as underground dead storage in a wetvauk or tardc. A minimum of 159'0 oF the storm water
treatment volume, however, must be provided in an open-to-the air vegebted treatment cell, Please
see the City' Slorrnwater Management Manual, Chapter 3-3 for more information.
20. Stormwater detention is required when 5,000 square feet or more of hydraullcaily connected impervious
area is created by a projecl.
21. If suitable soils exist on Ihe sfte, underground infiltralion systems (e.g., infittretion trenches) or surtace
slorm water infiltralion syslems (e.g., splash blocks, pervious pavers, cr surface ponding areas andlor
swales) may be used to avoid creating hydraulically-connected impervious area from a slormwater
detention standpoint. Seciion 3-2.2 oi the City's Stormwater Managemertt Manual lists sile and design
cileria ihat must e met.
22. From a slwmwater detention standpoint, tor an impervfous area to he considered hydraulically
disconnected, slormwater runoH From the 100-year, 24-hour storm must be tully retained and !or
(nflltrated without resulting in significant potential for edversa effects from the infiitrated water (such as
slope saturation or migration to crawlspaces andlor basements), However, If the on-site soils cannot
support fWl InfiRration of the 10Q-year, 24-hour storm parlial infiltretion may still be feasible to meet
allowabie stormHater release requirements.
23. An NPDES (National Pollutant ischarge Eliminalion System) permit, administered by Washington
State's Department of Ecology, will be required for clearing and gradg act(vides on this site'rf the site
area disturbed by land alteralion activites is grater than or equai to one aae.
24. Per City policies, due to the proximity of the site io enviranmentally sensiGve areas, seasonal Iimltations
may be placed on lad alleration aclivities. l.and alteration adivities are detlned in the City's Desigri
and Conslruction Standards and Speaficalions as cfearing, grubbing, excavation, filling, grading andd
ad S
