On-site detention is required, OP,, in lieu of providing on-site <br />detention, payment to City Drainage Fund 340 is allowed per Ordinance <br />6�0-80 (SEPA Utilities Policy). <br />5. All storm Water runoff from this site must be discharged to the <br />existing drainage system on 1st P1. W, or Everett Mall Way per the <br />City`s Drainage Ordinance (SEPA Utilities Policy). <br />6. Full standard street improvements are required to 14eridian Avenue, <br />including curb, gutter, sidewalk, street widening� drainage control and <br />transitions per City standards per Ordinance 555 �SEPA <br />Transportation/Circulation Policies). <br />7. Parking must be provided in compliance with zoning code requirements. <br />If the use of the building is completely retail, a minimum of 54 <br />parking spaces are required. This landscaping <br />must be a minimum of 3 feet in height and number at least 6 plants for <br />each 100 square feet of required landscape area per Section 19•40.050 <br />of the Zoning Code and Section 1.13 of the City's Standards and <br />Specifications Manual (SEPA Light and Glare and Aesthetics Policy). <br />10. A miniiouci of 5� of the parking area must be landscaped p>r Section <br />7q.40.050 of the Zoning Code and Section 1.13 of the Standards and <br />Specifications Manual (SEPA Light and Glare and Aesthetics Policies). <br />The lead agency for this proposal has determined that it does not have a <br />probable significant adverse impact on the environment. An Environmental <br />Impact Statement is not required under RCW 43.21C.030(2)(c). This <br />determination assumes compliance with state law and City ordinances related to <br />general environmental protection including but not limited to right-of-�+ay <br />improvement requirements, drainage, etc. This decision was made after review <br />of a completed environmental checklist and other information on file with the <br />lead agency. This information is available to the public on request. This <br />Deteroination of Non-Signiticance is specifically conditioned on compliance <br />with the conditions attached hereto trhich are incorporated by reference as if <br />fully set forth he:�ein. <br />A 75-day comment period for this proposal ended on April 16, 1986. <br />
