Upon inspection it was <br />evident that the sewage disposal system was indeed failing <br />and sewage was being discharged upon the surface of the <br />grounc�. This is a violation of the on-site sewage disposal <br />systems rules and regulations, WAC 248-96-050, (No <br />surface discharge), and is also a violation of Article IV of <br />the Mobile Homes and Mobile Home Parks, Section 8a <br />(Sewage U+sposal). <br />F.�cording to Steve Traynor's (of this office) letter dated <br />Febr�ary 24, 1987 (copy enclosed), the park should be <br />pumping tho septic tank on a schedule sufficierit to <br />eiiminate the surface discharge of sewage. Obviously, this <br />is not occ�rring. Also stated in Steve's letter was that a <br />sanitary sewer was available to Olivia Park Trailer Court <br />and that ihe park is required to connect with this sewer <br />system (WAC 248-96-060, C:onnection to public sewer <br />system). <br />I have contacted Kirk Brooks of the City of Everett Public <br />Works Department (259-8811) and have confirmed that <br />sanitary sewers are indeed availa�le to tho Olivia Park <br />Trailer Court. <br />
