KITIGATED <br />DETERMINATION OF NON -SIGNIFICANCE <br />SEPA #11°-92 <br />DESCRIPTION OF PROPOSAL: The proposed action is issuance of Building <br />and Public works permits to allow construction of a 5,800 square foot, <br />single -story auto -body repair shop with self-contained paint boo-m:h. <br />PROPONENT: Ted Lindsey, LABCO, Inc. <br />10330 Hwy. 99 South <br />Everett, WA 98204 <br />LOCATION: Northeast corner First P1. W. and Everett Mall Way <br />ZONING: C-1, General Commercial <br />Lead Agency: City of Everett Planning Dept. <br />Contact Person: David Tyler Phone: 259-8731 <br />Mitigation measures: <br />The environmental impacts of this proposal are documented in the <br />Environmental Checklist and other information on file with the City. <br />The listed requirements are placed in response to our review of this <br />information: <br />AGENCIES WITH JURISDICTION: A Notice of Construction must be obtained <br />from the Puget Sound Air Pollution Control Agency for installation of <br />a spray paint booth. A Hydraulics Project Approval may be required by <br />the state Department of Fisheries for any work performed within the <br />stream channel on the site. <br />MITIGATION OF ADVERSE IMPACTS BY SEPA <br />i 1. Any grading/fill on this site shall be done so as to not impact <br />the surrounding properties. (SEPA Earth, Land and Shoreline Use <br />Policies) <br />MITIGATION REQUIRED BY EXISTING CODES AND ORDINANCES <br />1. A baffle type oil/water separator in series with a biofiltration <br />swale, both designed to City standards, will be required to treat <br />all stormwater runoff from the site. The grassy swale must be <br />shown on the required landscaping plan, as well as on Public <br />Works drainage plans. Enough space may or may not have been left <br />for the Swale along the rear of the lot, depending upon the <br />planned elevations of the pavement adjacent to the swale. Using <br />1 <br />
