i <br />INFORMATION FOR DEVELOPER: <br />The following information is provided for the developer's benefit. These are not SEPA <br />conditions. All requirements are preliminary in nature, and are based upon the preliminary site <br />plan and the ordinances in effect at time of submittal for SEPA review. The proposal must <br />comply with all ordinances in effect at the time a complete building permit application is <br />filed, including those not specifically set forth herein. (Exception: For vesting under the <br />Zoning Code, please refer to Section 44 of the Zoning Code). Contact the Planning <br />Department for information regarding appeal processes for the requirements listed in this <br />document. <br />I <br />1. Stormwater detention/retention, quality protection, and treatment requirements for this <br />project shall be those requirements in effect at the time of application for Public Works <br />permits. Currently, three options for stormwater quality enhancement are presented in <br />j the city standards. The least preferred option is allowed only if the first two options are <br />{ infeasible in the opinion of the Public Works Department. The options for stormwater <br />I quality enhancement are, in order of preference: <br />1 <br />1) An infiltration basin designed and constructed according to city standards. <br />2) A wetpond designed and constructed to city standards. <br />3) A baffle -type oil/water separator followed by a vegetated swale, both designed and <br />constructed according to city standards. <br />2. When using the Santa Barbara Urban Hydrograph method to determine the wetpond <br />volume, the entire contributing area, both pervious and impervious, must be factored into <br />j the calculation. <br />3. This site needs to meet the most stringent of two different sets of detention standards, <br />the Department of Fish and Wildlife's standards as well as the City's. City standards for <br />the 25 year storm are more stringent than the Department of Fish and Wildlife and call <br />for developed runoff from this storm to be released at no more than the existing 10 year <br />peak rate. <br />4. City standards allow a minimum orifice size of 1 inch. <br />5. City standards require sodding and planting of emergent wetland species (such as <br />cattails, yellow iris, rushes and sedges) within the wetpond treatment cell. <br />6. The drainage calculations need to contain information that shows the dead storage <br />volume in the wetpond treatment cell and in the wetvault. These volumes must be equal <br />to or larger than the required dead storage volumes in these areas. <br />7. City streets are to be kept clear of dirt and debris at all times during construction. Dust <br />suppression and street cleaning must occur as directed by the Public Works Inspector. <br />6. Special charges for connection to the public sewer and water systems in accordance <br />with Ordinance 1998-94 and subsequent revision are applicable. These charges are <br />based cn projected water usage and can be substantial. The applicant is encouraged to <br />obtain a copy of the Ordinance and determine estimated charges prior to building permit <br />application.
