i <br /> i <br /> FINAL DECLARATION OF NON-SIG�IFICANCE <br /> SEPA /f 21-83 <br /> This Final Declaration of Nonsignificance shall expire one year from <br /> date of issuance unless a completed building permit application has <br /> been submitted within that time. A request for a one year extension of <br /> this Final Declaration of Nonsignificance may be made to the Planning I <br /> Director prior to the expiration date. <br /> DESCRIPTION OF PROPOSAL: - The proposed action is the issuance of grading and <br /> building .permits to allow the construction of buildings totaling approximately <br /> 185,000 square feet of shopping center space, in a total of approximately <br /> 700,000 square feet of land area. The following factors were considered and <br /> the listed requirements were placed in response to comments submitted by <br /> various City Departmen[s during their review of an Environmental Checklist for <br /> this proposal. <br /> 1 . A "Final Declaration of Non-Significance" was previously issued (SEPA _ <br /> dk79-119) f�r a shopping center on this site but has expired. The site <br /> plan has been modified from the previous proposal; However, the total <br /> size of the proposal has not changed. <br /> 2. The proposed site is zoned C-1, General Commercial, and would allow <br /> this use. The site is currently vacant and has been cleared. <br /> 3. The north end of. the property abuts a residential area. A landscape <br /> buffer must be provided in conformance with the Zoning Code (Sect:ion <br /> 19.42.030) , and must consist of a greenbelt planting strip at leaet 5 <br /> feet in width wi[h sufficient planting of at least 6 feet in height: to <br /> effecti�-ely create a sight obscuring barrier. Visual screea may <br /> consist of both a landscape area and solid fence. <br /> 4. Detailed drawings, in accordance with City Design 6 Construction <br /> Standards, shall be s�ibmitted to the Public Works Department_ showing <br /> site parking layout, landscaping, utilities, storm drainage, temporary <br /> construction erosion control and all required improvements in the <br /> public right-of-way. Public Works Department approval of these <br /> drawings is required prior to any permits being issued. All <br /> improvements shall be completed, approved and warranted before the <br /> Occupancy Permit is iasued. <br /> 5. Increased sewer flows will be generated by the pronosal. Participation I <br /> in the cost to fund the Southend Sewer Intercertor is required. The <br /> uctual cost shall be computed by the Building Department per the <br /> Ordinance in effect at the time and according to the information <br /> provided on the approved plans an the date of permit issuance. <br /> 6. Increased surface water runoff will be generated by new impervious <br /> surfaces. An on-site detention system serving the entire 17 acres will <br /> be required. The outlet, control structure must have a multiple orifice <br /> to provide protection against the storms less intense' than the design , <br /> storm. � <br /> � <br /> 7. Street and Traffic Improvements i <br /> A.
