A request for a one year extensio��4 <br /> this Fina! Declaration of Nonsignificance may be made to the Planning <br /> Director prior to the expiration date. <br /> DESCRIPTION OF PROPOSAL: - The proposed action is the issuance of grading and <br /> building permita to allow the conatruction of buildinga totaling approximately <br /> 185,000 equare feet of shopping center apace, in a total of approximately <br /> 700,000 sauare feet of Land area. The following factora were considered and <br /> the Listed requirements were placed in response to commenta aubmitted by <br /> varioue City Departments during their review of an Environmental Checklist for <br /> this proposal. <br /> 1. A "Final Declaration of Non-Significance" was previously iasued �SEPA � <br /> �k79-119) for a shopping center on this site but hae expired. The site <br /> plan has been modified from the previoue proposal; However, the total <br /> size of the propoeal has not changed. �I <br /> 2. The proposed site is zoned C-1 , General Co�ercial, and would allow ' <br /> this uae. The site is currer.tly vacant and hae been cleared. � <br /> 3. The north end of the property abuts a reeidential area. A landacape <br /> buffer muat be provided in conformance With the Zoning Code (Section I <br /> 19.42.030) , and must coneist of a greenbelt planting atrip at least 5 � <br /> feet in width aith :�ufficient planting af at least 6 feet in height to i <br /> effectively create a sight obacuring barrier. Visual screen may i <br /> consist of both a landecape ares and solid fence. i <br /> 4. Detailed drawings, in accordance with City Deaign 6 Constru�:tion <br /> Standards, shall be aubmitted to the Public Worka Department showing <br /> site parking layout, landscaping, utilitiea, storm drainage, temporary <br /> construction eroeion control and all required improvements in the <br /> public right-of-way. Public Worke Department approval of these <br /> drawings is required prior to any permita being isaued. All i <br /> improvementa shall be completed, approved and warranted beEore [he I <br /> Occupancy Permi[ ia ieaued. <br /> 5. Increaeed sewer flova will be genera[ed by the propasal. Participation <br /> in the coat to fund the Southend Sewer Interceptor is required. The <br /> actual coat ahall be computed by the Building Department per [he <br /> Ordinance in effec[ at the time and according to [he information <br /> provided on the apprc •ed plans on tlie date of permit iseuance. <br /> 6. Increased surface water runoff will be generated by new impervious <br /> surfaces. An on-aite detention syatem serving the entire 17 ac:rs will <br /> be required. The outlet control atructure mus[ have a multiple orifica <br /> to provide protection against [he storma less intense than the design <br /> storm. <br /> 7. Street and Traffic Improvements <br /> A. No standard street improvementa �urrently exist on the Evergreen <br /> Way, Emander (4th Ave.) or Broadway property frontage. <br /> � <br />
