Planning pept <br /> Everett, Washington 982Q1 <br /> RE: Sayani/Highway 99 Wetland Mitigation <br /> ' 89070 <br /> Dear Ms. Cunningham: <br /> At the request of Mr. Dan Aarbeck, landscape contractor for <br /> the project, I visited the Sayani/Highway 99 wetland site on <br /> January 18, 1990 to review the wetland buffer plantings and <br /> check dam installation. The purpose of this field <br /> inspection was to determire if the May 19, 1989 wetland <br /> mitigation plar.ting plan had been properly implemented <br /> (Raedeke As^ociates 1989) , <br /> Based on the goals and objectives established in the <br /> original wetland assessment and enhancement plan (Raed�ke <br /> Associates 1987a) , it appears that the design intent has <br /> been accomplished. These goals and objectives are: <br /> 1. "A one for one replacement of wetland plant <br /> communities is the primary goal and objective. <br /> The created wetland should simulate the existing <br /> wetland. Therefore, the created wetland should <br /> consist of 85-90 percent persistent and <br /> nonpersistent emergent wEatland communities, and <br /> 10-15 percent scrub-shrub wetland community based <br /> on our fie11 survcys. <br /> 2. The created wetland should simulate a Pacific <br /> Northwest Palustrine wetland in its <br /> ' cover/abundance, vegetative structure and plant <br /> community c;omposition. <br /> 3 . In addition, we propose to increase species � <br /> richness and habitat diversity. � <br /> 4.
