� <br /> (7) Approval of your request was conditioned upon a requirement that <br /> seven off-street parking spaces be paved. There are no paved <br /> off-street parking spaces at the subject property. <br /> (exhibit 18) <br /> 3. At the public hearing, the City presented testimony relating to each of the <br /> alleged violations. Subsequent to the public hearing, a memo was <br /> submitted to the Hearing Examiner from Kirk Brooks of the Everett Public <br /> Works Department in which it was stated that "unbeknownst to those <br /> prosecuting the violation" his department had reviewed the plans for the <br /> RV park and had issued Public Works Permits. He submitted that the <br /> following had occurred on the Owa property and that it was "completed <br /> to Public Works satisfaction": <br /> (1) A driveway approach has been installed with the street <br /> improvement project. <br /> (2) A driveway apron has been paved as required pursuant to <br /> plans. <br /> (3) A parking area for autos has been paved. <br /> (4) Fire hydrants have been determined to be suffic'ent on-site. <br /> (5) A Fire Department tumaround has been installed pursuant <br /> to the plan and signed as "no parking". <br /> (exhibit 32) <br /> 4. In light of the Fublic Works Department review of the site, some <br /> violations, as stated in the violation citation of June 1, 1999, are not <br /> subject to further review. The alleged violations, as listed above in <br /> finding #2, items 5, 6 and 7, will be dismissed, and no further findings <br /> relating to them will be issued. <br /> 5. Richard Cottage, �ode Compliance Officer who investigated the <br /> proposed violation, testified that he had conducted several inspections of <br /> tiie subject property. On April 26, 1999, he observed 19 occupied <br /> vehicles on-site with three additional vehicles possibly having occupancy. <br /> Three of the vehicles were connected to illegai power sources. On May <br /> 3, 1999, he again inspected the subject property and determined that the <br /> conditions were unchanged. On June 8, 1999, he inspected the subject <br /> property and determined that there were sixteen vehicles being occupied <br /> on-site. On June 28, 1999, he observed ten occupied vehicles, and on <br /> 6/y <br />
