Toshi Owa is the owner of the property at 10925 Evergreen Way, Everett, <br /> Washington. On August 25, 1998, Mr. Owa submitted to the City a <br /> memo indicating that he was operating an RV park on-site for over a <br /> year. The RV park was governed pursuant to a Special Property Use <br /> Permit (SPJ II #1-96). In the August 25"' letter, Mr. Owa requested an <br /> intent to have the RV park operate for stays of six to twelve months, <br /> rather than the mandated 48 hours, as set forth in the permit. (exhibit 6) <br /> On October 7, 1998, the Land Use Division Manager of the City of <br /> Everett submitted a letter to Mr. Owa which stated City regulations <br /> regarding mobile home parks.
