I <br /> FINDINGS AND DECISION <br /> OF THE HEARING EXAMINER OF THE <br /> CITY OF EVERETT <br /> IN THE MATTER OF THE CODE <br /> VIOLA710N OF TOSHI OWA VIOLATION #1008-99 <br /> INTRODUCTION <br /> Toshi Owa and Pilrang Owa (Owa) are the owners of the property at 10925 <br /> Evergreen Way, Everett, Washington (subject property). In 1996, Special <br /> Property Use (SPU) Permit II #1-96 was issued by the City of Everett (City), and <br /> Owa was granted approval to operate a recreational vehicle (RV) park for <br /> twelve RVs on the subject property. The SPU Permit was granted subject to <br /> conditions. <br /> The City, in its capacity of code compliance authority for the City, has brought � <br /> an action against Owa alleging violations of the conditions of the SPU Permit <br /> and violations of the Everett Zoning Code. On June 1, 1999, a violation citation <br /> was issued to Owa. An appeal of this violation citation was made, and on <br /> August 5, 1999, a hearing was held before the Hearing Examiner of the City of <br /> Everett. Prior to the hearing, a pre-hearing conference was held by the Hearing <br /> Examiner with the City and a representative of Owa.
