MEMORAND[JM
TO: Gordon Witcher
FROM: Jane Zimmerman
DATE: February 22, 1993
SUBJErT: Washington Credit Union Plan Review
The departments of Fish and Wildlife must be contacted by
the applicant to determine whether or not an Hydraulic
Projec:t Apreval (HPA) is required for this site due to its
location w:ithin the Swamp Creek drainage basin. A copy of
the HPA, or. a letter stating that an HPA is not required,
must be submitted with the next set of plans for review.
All wetland areas on the site must be identified on the
plans. Appropriate buffers must be assigned and shown.
Steve Stanley of the Planning Department needs to verify the
presence or absence of wetlands on the site.
It does not appear ae though the access road has been taken
into account with regard to detention calculations for this
site. Any changes in land cover made in conjunction with
this project must be accounted for in detention calculations
and an appropriate detention system must be designed to
detain all stormwater runoff from altered areas.
If the total amount of paved surface created in conjunction
with this site, including the access road, is greater than
or equal to i0,000 square feet, treatment of stormwater
runoff from paved areas will be required. Infiltration of
the runoff from the 2 year, 24 hour storm, a wetpond, or a
baffle-type oil/water separator in series with a vegetated
swale will be required. These facilities must be designed
and constructed per City standards. If infiltration is
chosen, the applicant should contact me regarding current
infiltration system design and construction techniques.
Runoff from the site must be discharged at the naturally
occurring discharge location. This location appears to be
to the southwest portion of the site, into the area
designated as existing drainage flow, just north of 112th
and along the western side of the access road.
A drainage system for the access drive does not appear to
have been provided. If the swale, located along its north
and west sides, is the drainage system, much more detail
must be given, regarding its slope, cross-section, planting,
eta.
