From the onset of this procesa, we <br /> have told the applicents that they must develop a complete mitigation plan. This <br /> has been set forth in detailed comments to them in a city Is... � �iated January <br /> 29, 1993. No further filling of wetlanda on their property will N, permitted until <br /> they come up with a cornplete mitigation plan. <br /> The submitted mitigation sfte plan shows the two ceMral wetlands as being <br /> Category N wetianda which can be filled. There own biologist(Survey atteched) <br /> categorized the froM or eastem wetiand as being a Category III and the westem <br /> wetland a Category N. Furthermore, the proposed mitigation is Ixated within <br /> the high quality upland area on the westem end of the property. This is not <br /> appropriate. Sec:tion 37 states that"wetland compensation shall not oocur in <br /> arees hevinp high quality teRestrial habitet (37.110.C.9)." <br /> I feel that these peopis are t�eing very de�ptive. There should be no further <br /> discussion with them regardi�g filling of wetlands and/or development of their <br /> property until they come in with a legitimate mitigetion plan as requested in our <br /> many meetinga with them and in the January 29, 1993 lett�r. <br />
