TO: Everett Planning Commission Members <br />FROM: David Koenig <br />QW 10— <br />Everett Planning Departm t <br />SUBJECT: Zoning change from C-1 to B-3 along both sides of Rucker Ave from <br />Everett Avenue to Pacific Avenue and a height change from 80 feet to <br />150 feet on east side of Rucker Ave. <br />DATE: October 12, 2004 <br />The City has been approached by some property owners along both sides of Rucker Ave <br />between Everett and Pacific Avenues to change the zoning from C-1 to B-3 and to <br />change the height from 80 feet to 150 feet along the east side of Rucker Avenue. <br />The Mayor has asked that this be brought to Planning Commission for consideration and <br />review. This meeting would be an introduction to the topic with a future meeting after <br />notice to all affected property owners and property owners within 500 feet of the change. <br />We are presenting two options for consideration. The first is both sides of Rucker <br />Avenue alley to alley are rezoned from C-1 to B-3. The second option is to rezone the <br />east side of Rucker to B-3 with the west side remaining C-1. In both options the height <br />change from 80 feet to 150 feet would apply to the east side of Rucker Avenue and the <br />west side would remain 80 feet. There are two maps attached which show these two <br />options. <br />There are two effects that this zoning change would cause. <br />Parking standards: The parking standards are half the standard in B-3 than C-1 for new <br />construction (Except residential parking standards which would remain the same in this <br />area – one parking stall per unit.) The B-3 zone also exempts the reuse of existing <br />buildings from providing additional parking, if a new use is more intensive related to <br />parking requirements. <br />Permitted Uses: Uses which are allowed in C-1 but not in B-3 include: <br />Greenhouse nursery <br />Business Park <br />Building materials sales <br />Consumer services <br />
